The Japanese elucidates a bit of what the intended meaning of the garbled English is. A better translation of each panel would be "Heroes only toss out their cigarettes in old movies," and "Opening your newspaper all the way might widen your world, but it cramps up everyone else's train car."

I'm still not sure why using the "old movie cowboy" reference would discourage anyone from littering their cigarette butts.
